   About Me

I head the Mental Capacity & Legacy Planning Department in my firm. I also do matrimonial work. For quick, practical and learned advice in the following areas: - Divorce Law (grounds of divorce, assets division, children custody, maintenance etc) - Mental Capacity Law (LPAs and Deputyship contested/uncontested applications) - Wills and Estate (Probate, contested wills, Letters of Administration) - Family Law/Personal Law (etc) (Longer Profile) Chong Yue-En is a Legal Counsel of the firm. He heads the Mental Capacity & Legacy Planning Department of the firm where he promotes a holistic approach to safeguarding his client'€™s interest in the event of mental incapacity, serious illness and death. Mental Capacity Deputies and LPAs Yue-En is extremely experienced in Mental Capacity Matters having practiced Mental Capacity Law since the inception of the Mental Capacity Act in 2010. He understands the importance of crafting specially tailored Lasting Powers of Attorneys and the specific needs of Deputies. To date, he has argued many successful Mental Capacity Applications before the Family Justice Court. Some of his cases include: successfully representing clients who sought specially tailored Deputy powers over Patient's estates that were in the excess of $12 million dollars successfully convincing the court to appoint Deputies who are over 80 years of age successfully arguing for an unrelated 3rd party who sought a share of the Patient'€™s estate that was given to her by the Patient He was also the lead counsel for Re TQR [2016] SGFC 98, a novel case where the Family Justice Court discussed the nature of investment powers that a Deputy can have over a Patient'€™s assets. Yue-En has also given talks on Lasting Powers of Attorney and the Mental Capacity Act to the Methodist Welfare Society, volunteers at Yongen Care Centre and HeartaFei Yue amongst various agencies. In 2016, Yue-En graduated from Cardiff University with a Masters of Law specialising in Social Care Law where he topped his entire cohort of LLM students obtaining a very high Distinction. His dissertation focused on analysing the safeguards in the UK and Singapore protecting Patients from financial abuse by Court appointed Deputies and LPA Donees. Yue-En has also written for the widely-read 39 Essex Chambers, Mental Capacity Law Newsletter, an authority on Mental Capacity Law developments in the United Kingdom contributing the article 'The Singapore case of Re TQR: Safeguards & Principles Pertaining to a Deputy's Investment Powers' Yue-En writes on his blog at www.yueenchong.com where he writes on Mental Capacity as well as Family Law Matters. FAMILY LAW Yue-En has represented clients in contested Divorce Ancillary hearings, children’s care and control proceedings, international family law proceedings involving choice of forums, adoptions, guardianship applications and have advised on maintenance and personal protection proceedings among the full gamut of Family Law cases. LEGACY PLANNING & FAMILY BUSINESSES Yue-En also has a keen interest in legacy planning for the individual as well as for Family Businesses. Having successfully settled cases involving contested Wills, Yue-En's focus is on legacy planning where clients are encouraged to take up a 'legacy package' that minimally consist of: A Lasting Power of Attorney A Will and with guidance on Advancement Medical Directives and Advance Care Planning. Yue-En'€™s unique expertise in Mental Capacity and Family Law has resulted in him in taking a holistic approach in advising Family Businesses when it comes to safeguarding their assets in a Divorce situation as well as when the key man is and unable to lead his business. The need to safeguard against it through a well drafted Family Company Business Constitution is among the various solutions that Yue-En would propose. Yue-En graduated from the NUS Law in 2009 and was employed as a Legal Service Officer from 2009 to 2012 where he served as a State Counsel/DPP in the Attorney-General'€™s Chambers before serving as an Assistant Director at the Legal Aid Bureau. He was a Legal Associate at M/s Mary Ong & Co from 2013 to 2015. During his Masters studies year from 2015-2016, Yue-En did in-house legal work as the US Contract Manager at IDP Education (UK) Ltd. Since 2017, Yue-En is also an Associate (Corporate Support & Mediation) with Eagles'€™ Mediation and Counselling Centre where he does in-house legal work, mediation and mediation research.
